That might be because it's in a cadent house. My chart ruler is also in accidental reception with my 1st house planet which further blurs it for me. I think I feel my 1st house planet more since it's on my anti-vertex and squaring my Sun. This leads me to believe that the chart ruler doesn't have the same strength/impact for everyone. Venus rules my life, no doubt about it and is in the tenth house, has some Cappy traits to go along with the Leo ones since a Saturn square is involved. Certain aspects stand out more than others, as my sun is part of a grand trine as well as a T-square. TBH I don't really "feel" my chart ruler that much. That might be because it's in a cadent house. That hasn't been my experience. I also don't think that the house in which my chart ruler falls is particularly important for me, perhaps because other things in my chart overwhelm this.
