The 8th degree in WholeDegree astrologically, is from 7.00 to 7.59'59".for example--
When you're looking up the Sabian Symbols, for a Moon at 7.25'?... You'd "round up" the number to 8-WholeDegrees.
Think of "paper-money"... You need $8 dollars (in usa) to pay for an item that costs $7.25.
0-degrees is ACTUALLY the 30th degree of the sign before.
The Whole-degree of 0.40'39" would be 1 Degree, or the 1st Degree.
The Whole-degree of 7.25'48" would be 8 Degrees, or the 8th Degree.

When planets or major points of the chart are posited in the following degrees of the Zodiac,
they are said to increase in their influence
for either good, or greater tension or stress,
depending on their natal positions.
These degrees are also called 'the Mansions of the Moon',
as each Mansion represents the 'average diurnal motion' {speed} of the Moon (12.51' or approximately 13 Degrees).
These segments begin at 'zero-Aries' (the Spring Equinox).
The Critical Degrees are especially important in
the Hindu, Chinese, and Arabic astrological systems,
but I am not fully convinced of the degree of their importance in our traditional Western system.
They are given here because they are frequently mentioned in other texts and require further research.
The Critical Degrees are--
Cardinal Signs -- 0.00 ; 12.51' ; 25.43'
Fixed Signs -- 8.34' ; 21.26'
Mutable Signs -- 4.17' ; 17.09'
I would advise using an orb of only one degree,
although other astrologers have found a two degree orb to be effective.
