I read that you shouldn't buy your own deck on a beginner's page somewhere. It also said that no one else should use your deck. Thinking of getting a Rider set to start off with

Urban myth.
Just buy your own deck. If you are going to wait till one will be given to you this can take forever
For a vintage deck: it would need extent cleansing, because it's mixed with someone else's energy.
If you buy a new deck and use incense (sage) to cleanse that, you will be fine. I recommend cleansing for the new one also, because it's been 'handled' by others through packing/mail, etc.
Rider-Waite is an excellent deck to learn the tarot.
PS: Correct about letting noone else work with your deck.

I've really been wanting to get into tarot lately. I'm very intuitive, but I'm also a visual person so I feel like the cards can help me interpret the energies that I feel intuitively. My mom has an old deck that she used to play around with, but she was never really serious about it. As a matter of fact I used to give readings to my friends, and I was under 10 years old at the time. Oh, what a strange child I was. Haha!

Would it be okay to use my Mom's old deck, after cleansing of course? She offered to give it to me, but I had heard about not using an old deck, so I was hesitant to take it.

I think it's actually pretty special to read with your mums old deck & you even read with it when you were a child! Seems like this deck is destined to be yours

I would actually try it without cleansing first. Just to see how that goes, because it's probably been around the house & your energy as well. You'll notice straight away if you want to cleanse it yes or no. Energy that doesn't match ours can feel so strong!

I always buy my own decks. You also don't need to 'cleanse' them either (I know I don't). Those are all myths to me. My Lenormand deck was bought used (and the box was falling apart, I had to tape it up ) and I never ever 'cleanse' or did anything to it..works like a charm to me. It just all boils down to your interpretations lol good luck

Cleansing rituals are done because everything vibrates on an energy level (basically everything is energy). So if you buy second hand items (like clothes or cards ) the energy of the person that's used it, is on the item too.
Cleansing is done to remove those energies and adjust them to your own level. It's not that the cards won't work if you don't, but to make them vibrate on your level & remove those of the previous owner.
Similar to homes you enter: some feel very different atmosphere wise. Cold, uncomfy feeling versus warm, fuzzy atmosphere even if they both look nice. That's the energy you notice.
If I don't remove the energy from someone else (like on a second hand deck) it makes me nauseous or give me headaches even. So I feel it strongly.

With cleansing, do what feels best for you. It's not required, but it can be helpful for those who are ultra-sensitive to others' energies (as Twirl suggested).
