Which number do I follow as my house number?

and does floor number matter?

I would take the number that stands on the letter you receive. e.g. street 157/23/215
or street 157/215.

In my personal opinion they do. There are still hotels out there that have no floor with the #13.

A lot of hotels have a 13th floor now. I guess they renumbered the floors?
