Because, I have mars and pluto 11 degrees apart in scorpio, 7th and 8th houses.

Has anyone had planets outside the conjunction orb of which the effects are still felt? Do you think the sign they are in has an impact?

I think that it is still felt to a certain degree, but technically speaking its not a conjunction.

I agree with the posters above.
It's definitely not a conjunction but having them in the same sign may have an impact, although not a strong one.

I cap conjunctions with the sun and moon at 10. The rest at 7 or 8 depending on the planets involved.

11 would be too far. I honestly don't really factor high orb aspects much.

11' for me it too wide. Remember planets are modified by signs, where they express are houses and how they express are *aspects*

For me it is a conjunction. Especially when were talking about a natal chart. Reason is because eventually by solar arc direction is makes the conjunction. another reason is because the energies are blended even if the orb is wide.

Pluto is at home in Scorpio and Mars was/is the traditional ruler of Scorpio.

I'd say 11 degrees is too wide and it certainly won't have the impact of a conjunction but because it's such a strong combination ~ you will find it hard to read them as being separate. It'll lack the compulsive quality of an exact aspect but I'd keep it in mind [not that this particular pair would let you ignore them ].
