It's interesting, I had never thought about making such connection while reading a chart. Look at the house sign and see where the original ruler of this house is placed. I guess in the example you gave it works as a sort of hidden double whammy.It would certainly put an emphasis on both the planet and the sign.I wish I could answer your question with an accurate yes or no. I have this configuration in my chart. Libra IC, moon in the 7th but well I'm a cancer asc with moon conjunct the Dsc so that in itself already makes me have quite some cancer influence. And my moon is in libra in the moon persona chart Anyway that is a very interesting way to look at how things are connected within a chart! IP: Logged |

More like changing residence at a certain point, moving to a foreign country. This is how it seems to me.Moon as ruler of IC speaks about the house of the native. IC in Sagittarius usually moves away from their residence of birth at some point. In this case, the trait is enhanced by Moon in 9th: no doubt about the change of residence. IP: Logged |
