If the north node is considered part of a planet, then in this chart do you think there is 3 ruling planets.

I have a cousin born March 27, 1990

She has a Sun Moon and Mercury all in Aries.
She also has Venus, Mars and North Node in Aquarius.
As well as Saturn, Uranus, and Neptune all in Capricorn.

What would be my cousin chart ruler be, without a birthtime known, just by looking at her chart?

The chart ruler is the ASC ruler.
If the birth time is unknown, then you can't know the chart ruler.
