I got the book from this guy (he's the same one with the theory that masculine Plutos are innately selfish and lack compassion, and vice versa), and his book states that any planet at 29'20 degrees of its current sign or higher will have the energies of the next sign. If it's in that range, but retrograde, it will have the energies of the current sign, only if it goes back to before 29'20 degrees within 30 days. Planets at 0 degrees of a sign, but retrograde, will feel the energies of the previous sign, only if it goes before 29'20 of the previous sign within 30 days. For example, my Gemini Venus is 29'39 degrees, but is retrograde and goes before 29'20 very quickly, so I feel like an authentic Gemini Venus, rather than being one in name only. The Moon, because it moves fast and is never retrograde, is the exception as it takes on the energies of the following sign at 29 degrees or later.

Found this VERY interesting, and it shed some light as to why some believe in cusps and some don't. Exact degrees and retrogrades have a lot to do with it.

It is such a stupid theory honestly, because it generalizes an entire generation based on their Pluto sign. Maybe if it was following the idea of the first half of the zodiac being selfish and the second half being selfless it could be considered more credible, but that theory is ridiculous. It doesn't matter if you're a Libra, you're selfish and lack compassion. Pluto in Capricorns must be so selfless and giving lol

However, this idea of planets on the 29th degree and their sign placement is quite interesting. I know a Scorpio with a 29th degree Taurus Moon that identified with Gemini Moon more so than she did Taurus Moon, which makes sense according to this theory. With my Scorpio Ascendant and Mars on the 00th degree of Scorpio not retrograde, it would be influenced by Scorpio and not Libra. The only thing I want to consider is my Venus, although it sits on the 28th degree in Aquarius, I feel like a Pisces Venus. I love the idea of romance and I always get caught up in the idea of a perfect relationship, sometimes deceiving myself into believing a relationship with someone is possible when it really is not

I have pluto in libra at 28d, I wonder if I connect more with the description of pluto in scorpio. Something to ponder on I guess. Does your venus aspect neptune? bc since venus rules your 7H if it aspects neptune it might give you a venus in pisces feel to your Venus perhaps.

ADD:

I identify a lot with pluto in libra personally.

The cusps are not merely about the two signs involved. There is also a cusp phenomenon by itself.

Planets near the cusp (last two degrees or so) are prone to 'cuspy' dynamics which are not just about this or that sign, but a subconscious awareness in the native of a developmental shift from a familiar mode to an unfamiliar one. That is a phenomenon of its own regardless what signs may be involved. This is described in the Edgar Cayce readings.

My Venus doesn't aspect Neptune; they're in the same sign but they are too far apart to be conjunct. My Venus is in the dwad of Pisces however, if that contributes to it lol.

Cool yes I would think it does contribute, you should also check your declinations to see if Venus parallels Neptune .

Well, in declinations they are neither parallel or contraparallel. Hmm...
