What sign or aspect in a natal chart can indicate the lacking of initiative in a person?

Nothing more annoying than dealing with people who have no initiative. Lack of initiative in a relationship. Lack of initiative at work. Lack of initiative in a friendship. Lack of initiative at home. etc.

This comes in mind when observing between my bf and me. I almost the one who will always take the initiative and he is the one who will wait someone to tell him what to do while at the same time he hates being told what to do and likes control.

Others lack initiative because of being unclear or having a lack of seeing what the end goal is. Where am i I going? Why am I going there?

Most are impassive and "wait" for life to make choices for them because they are too comfortable with what is or are terrified of going outside the comfort zone. Why make the choice? Do I have to decide this red hot minute?

Mars/Moon in houses 3,6,9,12 especially in mutable signs often have difficulty with being stuck in the "thinking" and not enough doing.

Cardinal signs (not always Cancer) are most identified with initiative as a general quality, but fire factors boost it.

I think between us it was a sudden click of something. For me it was a sudden click of friendship and for him it was a sudden click of comfort as he told me he felt like he knew me for a long time and he felt like he had a long time relationship with me.

The mistake I realize that it was all too quick, and I can be a very understanding person until I feel like am taken for granted.

I honestly don't know if he is generally like this with everyone as we're still live separately and he puts some distance between me and his friends due to bad experience in the past.

But with his job (we were a co-worker in the past so I knew how he was at work) he is pretty much like this. He won't take actions unless his boss tells him what to do although then he is being grumpy as he doesn't like being told what to do. He won't make decisions until someone take the decision and he will be cranky or sulking all day. Pretty much similar within my relationship with him. He really really likes CONTROL but hates being controlled by others.

He has Air Sun opposite Uranus, Venus in Taurus, fall Mars, Mars/Neptune, and there's a probability that his moon is in 7th house.

I have Mars in Sag in 12th house, Venus in Pisces 3rd house, Air fixed sun, and I am definitely the opposite of him. Maybe because of my Aries moon?
