With 3 personal planets and outerplanets in 3H, can this characterize someone who may be easily distracted with other things -- that leads to forgetfulness and being late to appointments/plans? Sometimes even constant change of the actual plan in replace with new ones?

Generally, Pisces, Neptune or 12th house deals in memory. Either really good memory, bordering on supernatural, or really, really bad memory.

Other issues that could cause bad memory could be dissociation, escapism, absent mindedness, not being "present"/too detached from situations, or excess stress.

I have a stellium in the 3rd. My house
is Aqua though. I'm scattered in mind.
Thus it leads me to forget or misplace
some memories. I think scattermind
fits me in this category.

I have moon,mars and jupiter in 3rd house ,and 3rd house ruler is strong in my chart.I can forget dates ,and birthdays ,but im always on time in my appointments and if i consider stg important, simply i arrange to remeber it.

In my case because it's Air in there.
I get the common remark from others
"Airhead". My communication is off
when my mind gets snagged.(a glimpse
of forgetfulness or loss of info)
