Based on high school completions, literacy rates, math abilities, class sizes, student teacher ratios, higher ed degrees obtained, school budgets, sat scores, education financing, teacher ability, teacher compensation, education standards

I would venture to guess that the highest scoring states also have better economies, but haven't researched save for knowing that California is at or near the bottom in terms of responsible fiscal handling.
