Basically, Juni, it's a recap of a survey of 90K people over several congresses (107th - 111th that is since 2001 through 2011)

It was found that NEITHER party responds to the wishes of the poor. Both parties respond most to the wishes of the wealthy and the Democrats are SOMETIMES prone to respond to the needs of the middle class.

However the Dems actually respond MORE to the wealthy's requirements than the Repubs...

And the whole thing when seen with hindsight basically looks as if the Dems "pushback" on the Republican move to the right is less and less left-leaning, so the whole Washington spectrum has been moving to the right since 2001 at least.
