A police officer is trained to shoot center body mass. If you shoot, it's because you have a reason to use deadly force. You shoot to kill. Period. Well, Biden thinks that officers should shoot "in the...you know...the thing." He wants officers to shoot in the leg. This is tantamount to shooting a gun out of the hand.
