Two Houston, Texas school district police officers pinned a 15-year-old girl face down on the floor on Tuesday because she didn’t want to relinquish her cell phone to an assistant principal.

The girl, sophomore Ixel Perez, weighs 70 pounds, according to her brother. She attends Sam Houston High School.

In a video of the incident, one of the cops who tackled the girl can be seen ramming his knee into the side of her head, reports local CBS affiliate KHOU.

The incident happened after the teacher in Perez’s reading class busted her using a cell phone in class.

Student cell phone use is prohibited at Sam Houston High. Students caught using cell phones are required to give their phones to school officials. They must then pay a fine at the end of the day to get their phones back.

The reading teacher ordered her to leave the classroom and go into the hallway.

Once Perez was standing in the hallway, an assistant principal approached her and demanded that she give up her phone. Perez said she wanted to keep her phone because her mother was having medical problems.

When Perez tried to walk away, the assistant principal called the police. Because of a cell phone.

Three cops from the Houston Independent School District’s police force showed up shortly thereafter. Two campus cops participated in the takedown. A third stood around and watched his colleagues.

“Both of the cops just tackled her down to the floor,” said another student, Gustavo Lucio, to a KHOU reporter. Ironically, Gustavo filmed the incident with his own cell phone.

“They put her knee on her head and after that they just arrested her, took her phone,” Gustavo explained. “The cop just said you can’t use your phone and after that, no words no nothing, just actions, grabbed her, threw her down.”

Perez, who was still an emotional wreck, discussed the incident on Wednesday morning as she stood outside the school with her mother and brother by her side.

“It was embarrassing,” she said.

“I just didn’t want to give up my phone,” she added. “She asked me for the phone and I didn’t want to give it to her, because I was scared. I ended up walking down the stairs trying to get away.”

Perez also noted that she was speaking with her mother when the police officers accosted her.

“One grabbed my hand. I didn’t want to let go of my phone because I was on the phone with mom,” she told KHOU.

“We all know it was wrong,” Perez’s brother, Chris Cardenas, told the station. “It doesn’t take three cops to take down one teenage girl.”

The school district issued a statement about the incident, saying: “The safety of our students at Sam Houston High School and of all our schools is always our absolute top priority. The HISD police department and the school’s administration are continuing their investigations of what led to the detainment of a female student yesterday.”

The Perez family has indicated that the sophomore will no longer attend Sam Houston High.

I obviously agree it was excessive force, and there's clearly a lack of control in the chain of command if the AP felt calling the police was necessary too. However, if she had a brother I assume he also had a cell phone too in which case why didn't she just give up her phone. It's common sense that obeying is less hassle than not obeying. As much as excessive force is wrong, (totally wrong) so is not complying.

Because she was a distraught 15-year-old, not an adult.

More importantly, kids are supposed to be treated differently from adults. Likewise, "zero tolerance" is also zero sense, at least in most cases. Exceptions can always be made.

Offhand, if I were the principal I'd have sent her home (in sympathy, not punishment) or wherever and had her assignments sent to her.

And if I were a cop called to the scene, me and the assistant principal would've likely had some words about the inappropriate use of 911.

That all said, schools didn't start banning cell phones until they became ways to gather evidence of toxic schools (abusive teachers, tolerated bullies that faculty said did not exist, etc) that began to cost them in court. Whenever that happened cell phones were banned and pretty soon nearly all schools followed suit. It's not about the learning environment (which sucks anyway) it's about protecting the dysfunction so that certain people who make the rules aren't held accountable.

The fact that schools have the power to take a student's cell phone is bad enough but this school take's it another step further and charges a fine if you want to get your cell phone back. That's ridiculous.... Schools are alot like prisons these days...

I cannot stand what the police have become, they could have seriously hurt that child.

The militarization of the police is one of the worst decisions this country has made.

What it all boils down to is there are too many men in the police force who have no business wearing badges. Alot of these cops have what I like to call "little man syndrome". They use their authority to abuse people so they can feel tough and powerful. It's really easy to be a tough guy when the person you are assaulting can't fight back and you have tons of armed buddies to back you up.

And what is it with these no cell phone policies anyway? IMO schools and workplaces are seriously crossing the line when they tell you that you can't have a cell phone on your person. A few years ago I worked at a dental supplies packaging company and they had a draconian cell phone policy. If you were caught with your cell phone on you they would jump your sh*t. You weren't even allowed to have it in your pocket turned off. When I heard that I thought it was one of those stupid rules that is never enforced, boy was I wrong. One day I was caught putting my cell phone in my pocket in the breakroom and when I got back on the floor one of the managers jumped all over me. She asked me if I had my cell phone on me and I said no. She said "well if I get told that you have a cell phone again I'm gonna make you empty your pockets". Oh hell no! That ****** me off... I told her to go screw herself and quit on the spot. I left and had a new job at a different place the same day. I was not going to put up with that BS. IMO it is nobody's business what I have in my pocket. I have a right to have my personal property in my pocket. I have too much aquarian/uranian energy in me to tolerate stupid rules.

I agree with PJ about schools and phones HOWEVER seeing the state of addiction of some kids it is also not a bad idea to disallow them during school hours. They have a way of distracting those who are not focused on school.

As to workplaces where I work cell phones are not allowed in treatment rooms due to liability issues. As a massage therapist I could if so inclined take some naughty pics and apparently some of my colleagues around the country have actually done so, putting everyone on alert that they could be sued even if they didn't do anything naughty if it becomes known there is a recording/photographic device in the room..

None of which excuses the manhandling of kids OR GROWNUPS either by police. The number of avoidable DEATHS that have gone down over the years is disgusting. Thank goodness we do have cellphones and can film these happening, awareness is much higher than it was before we did.

Yeah, the Oscar trial reminds me of the OJ trial. The SA justice system is pathetic.

I don't believe the shooting was an accident. He was an inconsistant witness. I believe it has anything to do with him being "white". I think the fact that he was a sports icon and has a "disability" comes into play, oh and let's not forget that money talks..
