I'm a bit confused about reading progresed chart. Any help?
Do you look at progressed planets in progressed houses or natal houses? Or both.
For example how do you explain if progressed Venus is in progressed 11th (natal 1st)?

Progressions don't mean much on their own.
They won't show you much, unless they're supported both by the natal chart and the transits.
In such a case, they can point to an event - internal or external - like a change in feelings, or something major happening in your life, like a relationship, a change in location, a death, and so on.

Basically, if a progressed planet makes a tight (1°) aspect to a natal planet, and gets triggered by a transiting planet, something can happen, related to the planets in question.

Usually it's quite difficult to predict what will happen because there are lots of possibilities.

It's just to give an idea. =)
