So I see people writing about sign rulers i.e. Scorpio is the ruler of the 8th house. What sign rules each house?

So for example virgo is in my first house, the ruler of virgo is mercury, my mercury is in leo which is in the 12th house that means the ruler of the first house is in the 12th house? Is that right?

I don't use co-rulers but some people do. They would be used the same way.
