Let's say a synastry chart is complete shite (composite is just OK) BUT when looking at declinations there's a myriad of lovely aspects, would these make the people compatible anyway?

And composites don't say anything about the attraction nor compatibility. That is a very common misconception. Composite outlines how the energy between people is focused, and seen in the world, ONCE they have started to merge i.e. develop a relationship.

That is why the most intense, beautiful, connective, etc composite doesn't mean diddly without a powerful synastric comparison to back it up.
