It depends on which House System is being used to set up the chart. Equal House system will not have intercepted houses. Other House systems such as Koch, Placidus and others will have intercepted planets and houses.

The best way to explain this, is if you take a flashlight and beam it straight down, you will have a perfect circle. If you take the flashlight and beam it off to the side, you will get an ellipitical shape. This is how the different House systems show the angles as beamed from the sky in different longitudes and lattitudes. There are 30 degrees to each house in a perfect circle. In an elliptical shape, one house can contain more than 30 degrees. Astrologers have their preferences and what works best for them.
