I was under the impression that Pluto governs Scorpio. I'm aware that Mars was once the ruler, but that changed with the discovery of Pluto.

Just curious, because astro.com refer to Mars being the ruler in their texts.

So, in the words of Marvin Gaye, what's going on?

You're correct it is now Pluto used to be Mars before Pluto's discovery in 1930.
