usually, people would say something like that refering to the Ascendant ruler. ie. if your Asc is Aquarius, then Uranus is "the ruler of the chart", and some would say "the most important". others would use that to refer to the final dispositor (the planet that all others lead to following rulerships), the oriental planet (the planet rising last before the Sun - it's supposed to be important), the least aspected planet (which sometimes takes over the entire chart).
When a planet fits in more than one category of the above, it's more powerful.
Imagine the Aqua Asc, with some planets in Aquarius, Sun or Moon conj Uranus, Uranus angular (conj the axes 1st-7th, 4th-10th), aspecting many of the planets (difficult aspects), maybe some planets in the 11th house. all this would make Uranus very important indeed.
there is one other way I know of: cosmodynes. I don't know how, but based on rules that give out points, each planet gets points based on its sign, house placement, possibly other factors. these points speak of its Power (the influence it has on the native) and its Harmony (how easy it is for that particular energy to be expressed.
the planet with the most power and less friction (influent and easy expressed) is IT.
