if your sun lands in a person's 11th house, will that person be more inclined to see you as a friend than in a romantic way?

then again, this guy does have venus in aqua, so friends become lovers and vice versa.

Yeah, that Sun in the 11th house usually mean they see you as a friend more than a potential squeeze. However, such placements can occur in romantic relationships.

And Aqua in Venus, well, you just can't predict with that. I'm more and more convinced that Aqua Venus remains on the strictly friends stage unless there's something to draw in the native on an intellectual level, usually good contacts with their Venus with another air sign planet in the partner's chart, like Sun or moon. Aqua is highly selective, and Venus is fickle, so this is a very picky placement.
