virgo the best answer is that we are all a mix, sort of like a platter of different astrological proportions, personally being a mutable (gemini) sun, i feel the influence of my fixed (scorp) moon overshadowing my sun sign traits at times.
for a libra (Cardinal) with taurus moon i think it might not shake him as much. then, keep in mind, libra and taurus share that planet venus, so there is really not much of a 'disharmony' regarding his sun-moon combo, although he gets both sides of the venus coin. he must be really good looking, otherwise v picky about the females he goes out with. perhaps into high luxury items like luxury cars and premium retail stores, fine dining, and dressing up nicely. he probably has a long history with women in general and gets women easily.
now that is just my personal observation based on his sun and moon signs. similarly, other aspects could be explained by venus and mars. traditionally mars symbolizes war (how does he fight, what does conflict mean to him, etc.), whereas venus (which in his case is ultra important) may determine the type of woman he is attracted to, his ideas on beauty and art, and how he likes to keep his appearance.
there are no percentages. there is no such thing as i am 90 percent gemini, and 5 percent asc, and 2.5 percent moon and so on. with the changing transits, sometimes transiting venus or mars, or even outer planets like uranus or saturn, can affect me HEAVILY. so much so that they will affect my attitude or certain unexpected events. in that case, uranus, or (fill in the blank planet or sign) has just acquired more importance than my sun sign, temporarily, because of its transiting importance.
lets not forget the houses. if he has stelliums in other houses, (i dont see any here), but he has three planets each in Virgo and Libra/Scorp (a stellium on the borderline) i believe, that would make those important signs for him.
like i said, its a combination of:
important stelliums,
important houses,
eye-tearing aspects (grand trine? t square? ouch!)
singleton planets
rising signs
ruler of the chart being in its own house or sign, that is usually imp.
a seasoned astrologer will take a look at all these things and identify the major trends, the most important highlights of the chart. what affects the native most?
there is no simple answer, sorry, as this is exactly what astrology IS. each astrologer has his or her own interpretation to the weight to be placed to aspects, houses and planetary positions.
even empty houses could be considered important if analyzed correctly. a professional astrologer would be able to tell elizabeth taylor's chart has significant trends in multiple partners although she has an EMPTY seventh house (seventh house = marriage?). and bill gates, one of the richest people ever (hes not technically the richest man in the world anymore hehe), has an empty 2nd house, as well as an empty 8th house!
so in those two cases, their aspects and planetary positions would explain other trends.
