I know how it's "supposed" to be done when casting a horary chart- BUT, let's say the Sun and Moon happen to be in the Sun signs of the two people involved in the question- can those two planets then represent the individuals, or should I stick with the ruler of ascendant, ruler of 7th house thing? (in which case it ends up being Venus and Mars, which also seems appropriate). Could this "coincidence" just be a confirmation that the chart is valid?
Also- anything significant about the Ascendant being at 29 degrees?

My understanding is that Ascendant at 29 indicates that the question has been asked too late to impact or influence any change. The descision has in effect already been made or determined and is out of the players' hands. Late ascendants like 27-29 fall into that category.
