ruler of the 4 in 7:
means that planetery ruler of the sign in the 4th house 0 degree cusp is in the 7th house.

example. 0 degree of 4th house is leo. and sun is in 7th house.

What he means is say you have your fourth house in leo and the sun (leo's ruler) is in the 7th house, then your ruler of the FOURTH is in the SEVENTH house.

Hmm interesting. The ruler of my 4th house is Mercury (i have Virgo on that house cusp). I have the planet Mercury in Virgo in the 4th! Double whammy!

p.s. It's also my only earth sign! Mercury is a big one for me!
