As for my personal observations and in my humble opinion, anaretic degree placement makes the energy of the planet kind of 'more difficult to handle'.

e.g. Moon at 29 degree - my emotions are of highest priority, you cannot be hurt/feel emotional pain etc as much as I can

Sun at 29 degree gives tendency to be uber-egoistic

Pluto at 29 degree - manipulative and autocratic

Venus at 29 - more jealous than usual etc

But I haven't met too many people with these placements to make any definite conclusions.
