2) what does it mean to have one in the 11th or 12th houses

So

1) a stellium is a grouping of 3 or more planets, all close enough to form conjunct aspects with one another. Depending on who you ask, you may need at least 2 (at a time) or all planets to be conjunct one another for the configuration to qualify as a stellium

2) the 11th and 12th house have very different meanings. A stellium in the 11th would put emphasis on group associations, and your friends as both will play a key role in your life somehow. A 12th house stellium would mean energy is focused on the unconscious, and on fears associated with your psychological shadow.
