Im a bit confused when it comes to what are my house rulers.
When house 7 is 24 degrees taurus to 27 gemini, and the 8th house is 27 gemini to 21 leo, is it then taurus that is 7th house ruler, and gemini that is 8th house ruler?

The "house ruler" is the planet that rules the sign on the cusp (edge) of a house. In your example Venus (ruler of Taurus) rules the 7th house and Mercury (ruler of Gemini) rules the 8th house.

The easiest way to find house rulers is to first find the sign on the cusp (edge) of each house, beginning with the Ascendant and moving counterclockwise. Then find the planet that rules each of the signs. Those planets are the house rulers for each of the houses.
