That's an amusing question. Some lie more than others, some better than others.
What in a horoscope would imply inability to speak anything but the truth? Mercury, controlling speech and language, might give a hint - in Libra or Aquarius, for example, honesty is enhanced. The Ascendant shows if the person intends to be honest - at least give the impression of it, which tends to make honesty the only working way at length.
So, the Ascendant in Libra, trine to Mercury in Aquarius, would make it hard to lie. If we add the moon in Aquarius, it would be discomforting not to tell the truth, and so on.
On the other hand - we are often confused about what is the truth. Also, we may be liers at work and truthful at home.

Never thought of it as Mercury making aspects to other planets myself, but it's true that if it's placed in a compatible sign relative to the other personal planets, it'd make the person more transparent or willing to say exactly what's going on. Mercury in the same sign as the Sun or Asc might help out as well.

Since lying implies open deception, I would lean toward Pluto contacts as well... I would also look at the whole chart and try to judge how emotionally secure the native is. The biggest reason for someone to lie is out of fear. But there's an issue with this whole theory.

The same aspects that would indicate a lier also indicate someone who hates lying! It's the natives choice on how the energy is used. General knowledge of how the person reacts to stressful situation would be greatly helpful... and definately check out that security thing.

sometimes i find i difficult to lie, i tend to give myself away when i dont want to tell the truth.

My mercury is pretty tightly conjunct Neptune but I lie far less than just about all my friends - although there's definitely the unconscious issue going on.

On the other hand I've known a lot people who've lied quite a bit and they've all been different signs (so far an Aries, a Gemini, a Sag, and a Taurus come to mind).

If there's any hope at all, it's GOTTA be a nature/nurture thing ...

Look to the Charts of those who made the greatest impression on that young person. Find commonalities between their Charts, and try to determine where any weaknesses in communication may occur. But I would think of it as a BLEND of the two energies. Not like, it's just one person's Chart which will have a bad influence.

That's why the day we are born is so impressed in our minds. It's not only where the Planets were for us, but what Transits everyone else around us were working with.
