From what I have read (March & McEvers), Taurus, ruled by Venus, governs the mouth, tongue, throat, tonsils, and vocal cords.

Mercury also rules the mouth and tongue.

Venus also rules the throat.

Is your Mercury in Libra or are you referring to a flat chart with Libra on the 7th house cusp?

What aspects do you have with Mercury? And do you have anything in Taurus?

Every interpretation of fifth house placements ( Leo's rulership being important.. 'on stage' etc?) as well as positive aspects between venus and the ascendant points toward talent in the arts.

I have also read about Cancer placements being indicative..
Taurus/Libra...
Makes sense.. Venus/Moon.
Seventh house in relation to being ruled by Venus, I'd say... rather than seventh house placements in itself, more Venus's influence on the seventh would point toward this.

I too have a 3rd house Mercury, but mine is in Leo. Cancer rules the 3rd house cusp.

I can act, but I have no vocal talent, other than I like to talk a lot to express myself.

Mercury in the 3rd house is in accidental dignity and Mercury in Leo is in fall.

So if you have a 3rd house Mercury it will depend on what sign that it is in, as to whether or not one has singing ablity.

And of course the aspects to that Mercury.
