I was wondering if there were any clues in a Natal Chart that would indicate a person may possibly relocate to a foreign country?

Yeah, I think there are quite a few. It would depend if you had other energies pulling you back though. Usually look to see what PLANETS you have in your 9th House. Also, a Chart with strong Mutables usually means someone who is restless and needs freedom to travel around, or around in their own mind.

If relocating to a "foreign country" is kind of a kooky thing for you to do, perhaps you have some Uranus Aspects or Transits at work. Uranus tends to trigger unexpected and/or sudden changes. But combined with what, would be the question.

The ruler of the 4th house in the 9th house is a possibility and so is the ruler of the 9th house in the 4th house.
