If my moon is in cancer 15º 03'and someone´s fourth house cusp is in cancer 16º 33', does that mean my moon falls in their third house or fourth house? Where should the moon be interpreted?

I'd interpret that as the moon falling the 3rd but some people would interpret that as 4th. I know in horary, that would be interpreted as 4th.

I'd interpret it as Moon in the 3rd AND 4th houses.
