Using astrology how difficult is it for someone to build an accurate understanding of someone based on there natal chart, then understand the what not's and what to do's with that person.

As well as getting and understanding how that person will react to things durring there life.

I recall durring World War II the alies did a profile on Hitler and they were able to figure out based on his personality how he whould react to things.

It was rally accurate and became "criminal profiling".

Now i'm thinking can the same be done with a natal chart???.

The less self-aware people are, the more we can use astrology to determine what they are likely to do and how the are likely to react to situations. The more self-aware they become, the more they can do things which are not indicated in their astrological profile. That said, there will still always be the "imprint" of the issues indicated in the chart they will have to handle all their life, so by looking at their chart we can understand what these life challenges are.
