I don't know about Libra being notorious for commitment. Capricorn, on the other hand (his Moon sign and my Moon sign) - maybe he is unsure of her. His point may be, if she is sure she will spend the rest of his life with him, why does she need a piece of paper? since they will anyway..
"It will happen" means.. wait a few years.. why not? who cares whether the wedding happens now or 5 years from now?
It sounds very much like Capricorn not Libra.. because I know I'm like this. I can't understand why someone would want a piece of paper to prove a life commitment. Implicitly, a life commitment means you'll always be together anyway.
He might start thinking she distrusts him.. or that she distrusts herself.. or that she distrusts the ability for them to last as a couple.

It's very eerie to a Capricorn influenced person (mainly a man) to have someone asking them for something that has no practical purpose he can think of, other than money and status. He'll think "why does she want this right now".. What else does the piece of paper give her.. BUT – half my money and the status of being married to me? So, is THAT what she wants from me?
In his mind, they could spend the rest of their lives together without being married at all.. and if his partner wasn’t interested in anything superficial, why would it matter so much to her?
"Why now?" would seem like a valid question to him, because Cap needs a reason to act. Is there a valid reason why she wants to marry him this month and not 5 years from now?
If there is, by all means, let him know.
PS. Also, if she never mentioned marriage at all, he’d have no reason to distrust her 'motives'.. and he’d enter the commitment easily.
