this is a two part question:normally a virgo rising would have 3rd cusp scorpio, 9th cusp taurus, but i have 3rd cusp libra, 9th cusp aries. So does that mean a lot different for me, that i'm more influenced by those signs? what does it mean?
and also instead of having 3rd cusp scorpio, i have pluto in (scorpio) in the 3rd, so is there a difference between being influenced by the sign, versus the planet? which is more powerful? which matters more?
