Welcome, Curious22!Decans are like the allspice of astrology, a really subtle flavor in the sign. Some people use the heck out of them, and some ignore them. Decans are a big contribution of Ancient Egyptians to astrology - 10 degrees of the ecliptic were each ruled by one of the 36 gods of time and the decan was the Ba ("immortal soul") of its ruling god. So, that's how they got into our astrology books.
For you, feeling strongly Saggy can be having planets in Sag, or having planets in the 9th house or having a Sag north node or ascendant. I've got a stellium (four planets linked closely together) in Sag, so I often feel Saggy myself even though that's not my Sun sign.

If you want to post you chart (photobucket is a good host), I'm sure peeps here will take a look and discuss where the Sag influence originates.
Good romantic matches... well, there's no set rule on that one sadly. Someone whose planets fall into the right houses in your chart, someone whose aspects are good for you.... It isn't as simple as "You should get yourself a Gemini!" But, as you learn more about astrology (and yourself) you will be able to discern better in relationships based on using the entire charts of both you and the other person.
