I am new to the astro.com page and if you have an unknown birth time then you don't get an ascendant. Am I right?

Are there parts of the chart that the time affects and others that it doesn't?

What about location?

I see people on here advise others to run a chart on someone (a crush, co-worker, etc.) and I wonder how much they can get if all they have is birthdate. When I did one on a person with just their birthdate it gave me a chart but when I went in and tried a few different times I got a different chart for each time so I figure I absolutely have to have the full details.

Please tell me if this is wrong. Thanks

The time affects the Ascendant, yes, and the other angles (Descendant, IC, and MC. The Descendant is the opposite of the Ascendant, and the IC (Immum Coeli) and the MC (Medium Coeli) are also the opposite positions of an axis)
The houses are then determined from the Ascendant that marks the start of the First house. With the most usual house system (Placidus) the house size waries.
But you can still get a long way with just a birth date, the planets themselves and the aspects they make with each other don't differ much within 24 hours time, apart from the moon, which is a fast moving planet. Sometimes the moon changes sign within a date, sometimes it stays in sign the whole date. Play around with times on astro.com to find out if the moon changes sign on the date in question. If it does, think about what you know about the person in question, and one sign placement will usually ring more true than the other, simply because adjoining signs are so different from each other, they both reprecent different elemental polarities and quality, meaning cardinal, fixed or mutable.
Even if you don't have an exact birth time you can see quite a lot in a chart just by examening the aspects between planets and the signs they're in

I don't think you can even get a chart on astro.com without a birth time. What you can do is put in "12:00 pm" for the birth time so you can get a general idea of what the chart looks like. Obviously, when you do this, you should ignore the ascendant and the signs corresponding to each house (i.e. Leo on the ninth house cusp) since these are highly dependent on an accurate birth time.

Planets that are close to the end or beginning of a house should just be interpreted in both houses. Also if you check out the extended chart selection, you can get the number of degrees in a sign. For instance, you might have moon in sagittarius at 28 degrees (there are 30 degrees per sign I think). In situations like this, you may have a moon in either sag or cap depending on your birth time.

So planets or signs that are not on the cusp are probably accurate whereas those on cusps may or not be accurate depending on the birth time.
