Does this indicate more than one marriage,or multiple marriages like polygamy,bigamy?.
Does this also apply to the 3rd house as well?.

The 9th house is ruled by Jupiter, so think of some of those values trickling in to the nature of Venus, "a love of truth, philosophy, spiritual matters, and in general the synthesis of knowledge and disparate facts into wisdom".

It's reasonably common to get married more than once, and I'd expect to find Venus in all houses for people this covers. Likewise polygamy, if you did charts for people who live in a polygamous society, logically they aren't all going to have Venus in the same house. At least where I live bigamy implies deception, I'd think maybe some conflicted Venus and/or Neptune aspects.
