I have a very basic doubt. Many a times sign at a house cusp does not cover the whole house. For eg, my midheaven cusp is capricorn, but it seems to cover only a part of the house with aquarius covering the rest. My question is do i have to consider the aquarius influence too?

I only consider the second sign's influence if there happens to be a planet in that house, but in the second sign.

For example, your 5th house could be ruled by Libra, with Pluto in the 5th house but Pluto is in Scorpio.

May be I wasn't clear about what I asked. When we say 'house cusp' it is a cusp between, typically but not always, 2 signs corresponding to that house right? Do we need to consider both signs' influences?

for eg: my first house corresponds to aries/taurus and 10th house correponds to cap/aqua.

You always consider the sign on the cusp of that house as the dominant one.
If there is a sign completely intercepted in a house, you also consider this.
