which planet positions don't change according to the birth time, so that I can analyse them in a chart for which I only have date and place ?

(and in a relationship chart)
(even though I won't know all the aspects)

The only planet likely to change significantly is the Moon--unless the day is a "cusp day"--meaning the day when one sign changes into another, which might change the Sun's sign. Otherwise, there can be a few minutes difference on Mercury and possibly Venus and/or Mars but never a whole degree.

You should be able to get a pretty good read on the basic person. However, we are all shaped by environment and you need a time and place of birth to see that. This means that what you can read will show potential, but it may or may not be visible and/or active.
