Best time would have been late November 2006.
That was when Jupiter (2nd ruler-purchase) was conjunct Neptune (IC ruler-house)

Next best time is January 2009....when Jupiter is sextile Neptune.

I would think as long as merc is not retro, anytime is good right now in the states. Jan 09 best, due to new incentives, tax breaks for green upgrades, windows etc. and the full tax bennies. The market is flooded with great buys right now. you really can't go worng. Jan 09 aspects and tax breaks...I suggest closing in Jan. if you can.
