it's person A's 7h ruler [in sagittarius] which is conjunct person B's 7H [which is also in sagittarius, thus having gem rising], different rising signs.

Well you'd think that there would be a "link" between them re 7th house, ie a permanent relationship of some sort or permanent open enemies in the worst case scenario. I'd definitely think that there is a link or feeling of specialness that goes with it.
