Well, some information came to light that finally got me to asking this question for real.

Current developments: The cyst on his only remaining kidney has turned out to be renal cell carcinoma, but still somewhat small and progressing very slowly. Also, his last blood test showed blood sugar was very high (he's diabetic) and another thing they checked was more than 6 times what it should be.

The positive is that he's applied for and starting a new job, and he said to me whether or not he only lasts a week at he new one, he's leaving the old one, which will be leaving behind a metric crapton of stress (and I think the stress and frustration there may have contributed to his health problems, personally).

From what I can tell, the chart is valid (Moon not void of course, ascendant not in first or last 3 degrees of a sign, saturn not in 7th house, etc).

The things that stick out to me:
- Venus, ruler of Libra (chart ascendant), at cusp of 9th house.
- Ascendant of chart conjunct Spica (I am uncertain if fixed stars have any bearing on horary charts).
- Saturn conjunct Ascendant.
- As I'm asking about my dad, 4th house is Capricorn, ruled by Saturn if I'm not mistaken, which is right on the Ascendant (and Spica if applicable).
- Next aspect the moon makes is to square Venus before leaving Virgo, unless we count quincunxes, in which case Moon will quincunx Mercury, then square Venus before leaving Virgo.

In horary, is Saturn conjunct Ascendant when not in the first or last 3 degrees positive or negative, or indifferent? I also checked rotation of chart, counting 8th house from 4th for possible father's passing, and from what I can tell that's in Virgo, ruled by Mercury.

I'm not certain if this is good news, not so good news, or mixed. Thoughts?

I'm nowhere near an expert but

the father is ruled by the tenth house and since you are asking about his passing you'd turn the chart to start the first house in the current tenth house and look to the 8th house starting from the current tenth which brings you to the cusp of Pisces ruled by Jupiter for horary.

Jupiter makes no aspect to saturn, is semi-sextile to venus your signifcator and is trine to the moon which is your #2 signficator.

It appears the answer is no.

Again I'm nowhere near an expert so take my reading with a grain of salt.

However since saturn is close to the ascendant the following is true

"Is Saturn in the First House when the astrologer is the querent? Your judgement as an astrologer may be compromised or restricted"

Appleberry, You are correct, there have been health issues in the past with my dad. In 1991, he had to have a kidney removed due to a softball-sized tumor (the one I recently discovered actually was renal cell carcinoma as well). The fact that our house had no air conditioning and it was record heat in the middle of summer after he got out of the hospital did not help much. He lost his spleen and gall bladder at the same time.

So it would appear he beat cancer for at least 20-ish years and I never truly realized it. (I was 11 going on 12 in 1991). He went back into the hospital again in late 2005 (after which I moved back in with him to help get him back on his feet. Ironically, I stayed an extra day over thanksgiving and that night's when I had to hightail him to the hospital), and again shortly in 2010 right after I started my current job due to a screw-up by my dad's foot doctor at the time causing an infection (and foot problems with diabetics are never good. Thankfully he recovered very well that time. Nothing ever happened to the doctor of course.)

It's been a bumpy road, more or less. Keeping an eye on things right now, and I'm not entirely sure what the treatment plan is at the present moment.
