I pulled the following cards in regards to garro.

What he feels for you - The Ten of Wands and the Queen of Pentacles.
I feel that he may be feeling that you may be a bit demanding regarding your relationship... He seems that he may not be able to give you more presently. Or what you would really like to have in a relationship with him. On the other hand, he finds you a well grounded and stable woman as if he knows what to expect from you. My intuition tells me that he knows you long for a stable and committed relationship with him and he may be reluctant to move ahead with it.
