I believe you're the Queen of Wands here and he's the Knight of Wands. He wants freedom, while you're ready to interact with him. It seems like he's probably avoiding you because he either isn't serious about his intentions with you (5 of Wands) or he feels like there's tension between you two, and probably minor issues or arguments (5 of Wands)?

Also notice that you being the Queen and him being the Knight aren't going on the same speed. You're patiently waiting and being mature, while he's out being "free" and running around having "fun".

So this is saying that the reason why he isn't approaching you is because he isn't yet ready or mature enough to do so. He feels that he can't provide what you want or need right now since you're going at a more "mature" pace than he is (Queen of Wands compared to the Knight of Wands). In other words he's not ready to confront you yet. He feels if he does you guys might get into it and end up arguing (5 of Wands) and bringing up issues that he rather avoid (Knight of Wands is running away from the Queen of Wands).

6 of Cups with Lovers is usually a soul mate or past life lover cards, but here I will see it as a delayed gesture of love, may be he wasnt able to say it sooner but he is getting in touch with his innocent side or child-like belief in love. I see it as positive you need not worry about anything...nothing is out of place here )))
