I am not very good at horay questions yet, and i was just wondering can anyone tell me based on this chart if he will come see me this year, we have been talking online for aobut two years now, and he is saying he will come visit me this year. Is he telling the truth?

Well, Venus (Him) and Mars (You) are not making any sort of aspect but Moon (You) is making a conjunction with Venus and it's under a degree in a fixed sign, cadent house so you will meet within a year, doing maths stuff (and I may not be right) but you have seven months to wait until you do see him.
