.Saturn is scorpio a water sign, and sun is Pisces, a water sign as well.

.The 1st house ruler is in the seventh, I am the more keen of the two to have this relationship

As I am only starting take with a grain of salt, but my interpretation is as follows...

Because Sun and Saturn are aspected I would say that yes he is in love with you. I think (?) that because the two planets are applying you will hear that he cares about you in 4 counts or something will happen at this time.

However, Saturn is in retrograde so I would also say that he is hesitant or isn't keen to admit his feelings likely because of either school/higher education/college or he's going on foreign travel of some sort?

Also, two things to note:
1 - the Sun is conjunct a lot of planets, but also Saturn is making aspects to these planets as well, and some of them for example, Venus move faster than the Sun.
2 - I think Pluto means something here - possibly a person who can assist?

Massachusetts would likely count as distance travel, which I think could be interpreted as foreign travel. Regardless, it is a 9th house matter for him.

I lost my train of thought...but there was something about the fact that Sun (you) were aspected to Jupiter and Neptune. And that Sun in Pisces = Peregrine.

Time Factor
The amount of time involved can be found by counting the number of degrees between Significators for an aspect to be exact. Time is measured in days, weeks, months, years or unknown according to the quality of the sign the Signifcator of the querent is in, and its house occupancy. In a cardinal sign and angular house, time is in days; in a cardinal sign and succedent house, time is in weeks; in a cardinal sign and cadent house, time is in months. If the Significator is in a fixed sign and angular house, time is in months; in a fixed sign and succedent house, time is in years; in a fixed sign and cadent house, time is unknown. If the Signifcator is in a mutable sign and angular house, time is in weeks; in a mutable sign and succedent house, time is in months; in a mutable sign and cadent house, time is in years.
