You are saturn he is moon.
Saturn and moon make no aspect, so no he is not the one.

@Empress - thanks for the AC/1st house clarification, never heard that one before. So in the same train of thought one would treat Pluto in first house as one would treat Saturn in the first?

Poor @aqua we are debating semantics when she wants an answer.

Sweetie, you've known the guy for 6 years and likely waited for quite awhile - I am unsure why you would leave it to a horay chart. I feel that synastry/composite would make more sense to figure out soul mate or compatibility, but that's me. Follow your heart is my overall advice, regardless. That is, I believe you know the answer already. Then again, I also subscribe to the following:

You = Scorpio = Mars = 5th House Mars exalted
Him = Taurus = Venus = 4th House Pisces exalted

They aspect and there is mutual reception, but not until we get into a different sign. See this thread:

The Sun combusts Mars here as well, suggesting that there is another person - the Sun is in the way. Likewise, In his 7th House Jupiter is there - even though you are in his 5th. This is the same Jupiter that was in his 5th House in the first chart. Jupiter has just left rulership via Face and will go into rulership by degrees or term at 14.

So though everything else looks good, it looks like someone (the Sun) gets in the way. The only thing that I can think might be in your favor is that the person (Jupiter) does not make any aspects directly to him (Venus) in this chart. But it's where his heart really is.

I'm especially worried about both significators being combust, although they're applying for a conjunction (I read that this double combustion indicates fears - these fears separated us in the 1st place, and that we're crazy about each other).
I'm also worried the Moon is making squares to both and being in the 8th House.

How much would compensate the applying conjunction, the very good essential dignities of Mars, Venus and Moon, the Mars sextile Jupiter and the North Node on the ASC?
