As far as, what, him being able to express himself in relationships?

He's not in a place to make a choice right now, too many things up in the air. It's better if he feels the experience rather than rationalize through it. Possible he's getting over hearing some bad news or will within the next month. Will need time to process that. Give him time, if you are close to him don't push him for an answer just be a friend.

Yea he's being challenged to break out of that rational mode a bit but it's hard for him, he's going to struggle with it for a while, but this time looks pretty intense. He needs to find a new way to express his needs, but the struggle is wanting to push back against that.
Might be related to a sibling or close friend that he regards as a sibling.

That he can't make up his mind and find what works for him, too many things up in the air, this will continue on/off for a year. At least.

If he's someone you're interested in, who is giving mixed signals, I would pass him up in that sense. There are many things he needs to sort out. Of course you can always be a friend.

If he wants to move suddenly, I wouldn't bet on it lasting for long as he's a bit driven by impulse with Uranus through the 5th.

Then again, it depends on what you want. You haven't even mentioned if this is a person you're interested in romantically?

I see progressed venus in 12th house make the person to put the other in the first place.
Pr. venus trines natal moon-express your feelings honestly and get what you want.
Pr. venus sextile MC- imagine in the public eye will increase.

Well to say let go, I don't know what you're holding on to as I don't know how you're associated with him. I can't speak to that as I don't know your relation, I did assume he was a romantic interest of some sort, but to what degree I don't know.

Some indicators for moving abroad,
-nodal reversal past summer pushing energy on sagittarius mars in the 1st, proactive stance in further defining himself at work as Mars rules 6th, although this energy would have had him wondering in which direction to go for a time, particularly when Neptune was in square, which is now moved past exact.
-solar arc Saturn/ASC on Uranus Sagittarius as his IC ruler
-solar arc Moon conjunct 9th cusp, this is gaining in orb, valid for some time
These are later,
-transit Jupiter 9th
-Neptune through the 4th squaring his 4th ruler, Uranus in Sagittarius. with this one be careful not to overreach, or think a move will bring him more than what is possible.
-progressed moon 9th

The progressed Sun moving into 11, as ruler of 10th, take into account if this position would have him working in 11th house matters, combined with Virgo, precision perhaps in an organization. If so this bodes better for the change, however progressed Sun is moving into square natal Neptune in Sagittarius. He needs to make sure this is not a pipe dream change but one he is willing to commit to. Also hopefully it's not fanciful thinking ^__^

On its own, the empty 4th ruled by Uranus in Sagittarius is a good indicator for immigration.
Myself I had the opportunity to move abroad a few years ago, natal Jupiter in the 4th, as Uranus/Jupiter went through the 9th.

Free will, I chose not to.
Transiting Uranus was crossing my progressed Sun in the 9th.

I promis this is the last question and sorry to bother you
A marriage will take place in the near future? and got something to do with the moving abrod, get merriged and go or vice versa?
I see pr. venus conjunct his natal pluton (ruler of his 1th) at 8 degree, now the orb is too big but in the next few years will be lower.
Also pr AC and pr. DC are chainging the signs
AC in sagit and DC in gem.

Briefly, Venus/Pluto rules the ASC/DSC, the coming conjunction of Venus to Pluto will be especially significant as it is sextile to the Sun.
You might if interested wish to progress the chart to that time and take into account transits and other progressions. I would also pay attention, no matter the time frame you're interested in, as to what the Moon is up to, as natally it's configured in a square to the DSC ruler, a tough position.

I hesitate to say the answer now as I haven't evaluated the chart for marriage as per my research, for that time frame for him. Or for any time frame, as it's quite labor-intensive. I encourage you to look at the chart, and of course keep in contact with him, as to his developments and what he wishes for the relationship, if interested. Best of luck.
