I would say there's a certain appeal & he did notice you (2 of wands). The two of wands guys carefully waits, before he makes a move. It would help if you show him you are interested in him too.
He sees you as an independent woman, someone who enjoys the things in life and know what she wants and how to take care of business (might be literal since you are working together). Might also be that he thinks you are just happy as you are now (single?).
I'm not sure the 5 of pentacles is an absolute no. It might show that it would take a lot of difficulty for you two to evolve it into a real relationship.

I am also not sure about the enduring factor (5 pents + this fiery knight, so might turn out to be a hot fling ;-)
