I'm going through a Saturn return right now, it will be exact when it gets to 14 Scorpio in about a week. I can't speak for specifics in your chart with it being a chart ruler and all but saturn returns are considered periods in our life when we come of age and cast aside childish things. It happens when your about to hit 30 and Saturn tends to kick you in the bum and tell you to figure out what you want to do with your life. You're not getting any younger after all.
With mine, I've come to terms with the fact that I can't depend on my dysfunctional family and need to stand on my own two feet. In fact, I'm looking to start a family of my own at this point. I've also been looking to establish myself job-wise (and have had a good solar return in regards to that as well).
Basically we spend our youth feeling like we have all the time in the world to accomplish what we want to do with our lives. Saturn is there to remind us of our own mortality and to tell us we better hop to it if we really want to get things done. It also forces us to evaluate what is in our lives and get our priorities straight and focus on what is most important.
With it being your chart ruler, you may be in for some sort of major self discovery or a big newfound sense of responsibility.
My advice is not to dread it. A lot of people are afraid of major saturn transits but as long as your open to learning (saturn likes it's life lessons), it should be a very productive time for you.
